If I buy a preamp such as the tech 21 rbi and a power amp do i need an actual bass head?
No, should do fine
It depends on what you want to do. To plug into FOH, the preamp would be all you need. To drive a speaker cabinet, you will need an amplifier in addition to the preamp.
Just understand the power ratings of a power amp.
Preamp + Power Amp is all a head really is, just in one box.
It will work fine IF the pre-amp pedal has enough output to drive the power amp fully.
An RBI should drive most power amps just fine. It's designed to do so.
The Tech 21 RBI is a rack mounted Pre not a pedal. Just FYI

One of the best pre & power amp combos available...acts as an integrated bass head. Use the RBI / RPM / VT 1/4" affected output into the power amp's channel one 1/4" input. You can run your power amp in dual-mono or bridged mono depending on the enclosure. What did you have in mind?
