Push Pot versus 3 way ?

Looking at some mods, and i notice some people want a tone by pass for one of their pickups.
Since a tone pot supposedly keeps a small amount of low pass even when its off, does the 3 way also cause the same thing. I'm kinda imagining it doesnt since it wasnt made to be a resistor, but it does add another piece of "equipment" into the circuit.
