Kay basses were finished in nitrocellulose lacquer, and it gets increasingly brittle over time, so it easily wears away and scratches. After fifty or sixty years of scratches and abuse it can look pretty ragged, so many people just scrape the rest off and refinish.

My '41 Kay Orchestra had chrome, or nickel plated tuners. I had never seen that before. Nice, never broken, neck too.

There are more minor variations in the Orchestra line than any other, and the company wasn't always consistent about which feature went with which model.

my 61 kay has a ton of shiny finish. might it improve the sound if I strip the finish and apply an oil finish?
    thanks

Kay bass finishes definitely got heavier and shinier in the '60s, and it's reasonable to imagine that reducing that mass could make the bass more responsive. You can be confident it will change the instrument's voice, but exactly how is harder to predict. This is an area where your mileage will vary.
