Is it better to rest your wrist on the bass and just flick it to pick, or to rest your forearm and float your hand above the bass?

It is ok to rest it as long as you can also play with it floating

They are two separate techniques that lend themselves to different things

Resting is good positioning for Palm muting and using a pick

Floating is good for finger style and for picking

It is healthy to be able to develop several techniques and in doing so understand the merits of each one as well as issues and problems

Eg; too much wrist curve playing fingers (floating) is not good for tendons

Or no Palm muting when using a pick can present a lot of unwanted ringing strings

Other things that I have found with picking is not to flick, but strike through,

But given the question it's probably good to get a few lessons so you can get some practical guidance

    Hoping this response helps
