The eq pots on my Cirrus bass are noisy and scratchy when turned. The volume and blend pots are fine. Is there an easy way to eliminate the noise?

First thing to try is, with the bass connected to the amp and powered up so you can hear the results, work the pot back and forth from one extreme to the other quite a few times. Often this is enough to clean the resistive element and wiper.

If you still have noise and get some Deoxit D5. If you look carefully at the pot you will see a small opening. Spray the smallest amount possible into that opening and then again work the pot from extreme to extreme.

    That should do it.
