Serious shifting?

    I have just read about "shifting" when playing the bass. I know what the term means, but...
    In one bass exercise book, it says:

    On the D string.
    1st finger: 1-2/1-3/1-4
    2nd finger: 2-1/2-3/2-4
    3rd finger: 3-1/3-2/3-4
    4th finger: 4-1/4-2/4-3

    (figure showing quarter notes playing an A e.g. at the D string)

    What does this really mean? I would guess that they will mean shifting from (left hand) finger 1 to 2 while playing an A. Then shifting from finger 1 to 3 while playing an A. And so on...
    Have I got it all right?
