Just find a budget webhosting company and pay the $5.95 a month or whatever to host a site for you..

Or, you can go to a site like and get their IP redirect service (unless you have a static IP which I doubt) and set up a server program for whatever you want to serve.

What exactly do you want to serve? If you want to serve a website, you need a webserver. Apache is the best, but not easy to configure.

If you want to serve FTP, you need an FTP server ( --> type in "FTP server software")

If you want to serve IRC, get an IRC server, etc.

You get the idea. There's no "one purpose magic serve-all program".
  10. yeah i want a websitei had this program that just asked me for the root page and my ip and i clikced a button and it started the server
