Setup Help - Fender Jazz 60s Re-Issue

Anyone set up one of these before?
The truss rod adjustment is body end (and difficult to get to)

On the one Ive just acquired, the string action near the body is massively too high. Near quarter of an inch. Ive dropped the saddle as low as they will go (within reason) but still too high.

The neck appears quite straight (Using a metal rule mid way and watching for curvature)

Ive taken the neck off to check and it doesnt look like it needs a shim, yet the string still run too high for me.

The truss rod adjustment doesnt appear to do anything. When you turn the slotted end, it appears that the adjuster is just undoing and not much else.

Any help or advice appreciated. Id thought Id just ask before taking it in for a pro setup.
