Pete Skjold builds fantastic basses, and his body shapes are deceptively small. www.skjolddesign.com. He does not do 32" scale that I know of, in fact I think he only does 35"; however, his bridge placement is so near the edge of the bass that the neck feels like a shorter scale to me than my 34" Valenti.
american deluxe fender jazz basses offer a smaller jazz bass style body if you are interested in the "jazz" look, but find most standard jazz basses to be a little on the large size.
Again, not exactly short scale, but a Sterling is nice and lightweight and has a smaller body....and a great neck.
For around $225 you can get an Austin short scale bass. The one I had sounded good and played really well. The rason I sold it was because it's body was samll compared to my other basses. http://www.austingtr.com/products.php?CatID=2&PageID=68
Fodera Monarch fits the bill nicely. They will make them short scale if you want although standard is 34 inches...
+1 i keep seeing them and thinking how tiny they are, my fav bass i own is my streamer stage 1 4 string, and thats got a nice small body, but again long scale still, but I'm not tall and i cope.

Well, you didn't state a price range, but if money's no object, there's always Alembic and their Stanley Clarke signature: tiny body, and 30.75" scale. In a similar vein, how about a Status Kingbass? Very similar body shape and size to the Stanley Clarke and available as a 32" scale (albeit with the Bendwell thing stuck on the end). K.
