Squire Affinity P neck and freboard finish?

Is there a finish on the neck? It feels like it has very little if any coating on it.

I'm asking because I want to sand and repaint the headstock for a frankenbass build and I'm testing my chops on an Affinity.

Also I noticed the fretboard when compared to my MIM Jazz seems much dryer, is there some sort of treatment on the fretboard of the Fender that is missing on the Squire or is it just a patina from years of playing that gives it that look?

So basically I'm wondering if I really need to sand the headstock to cover the logo with primer, paint, and clear coat and ensure an even covering of all the logos, or if I should just wipe it down with a solvent then spray right over what is already there?
