What does this phrase actually mean?
Someone's keeping a secret and they're not going to tell you?
Or maybe not. That's just what I'd guess.
I think it means that the problem's been taken care of and you don't need to worry about it.
Something like that I would guess.
My guess would be the cats dead.

Back before the days when we had animal abuse laws, and animal control. A popular form of euthanasia was to put a cat, or litter of kittens in a burlap sack with a brick and toss it in the river. Ahhhh, the good o'l days!
You can draw your own conclusion but that would be my guess as well.
