I know some of Carey Nordstrand's basses have this:
a tone knob that remains engaged both in active and in passive mode.
What does it do when running active? I mean - does it control
anything in the active circuitry? Or is it just the same old tone
knob, placed between the preamp and the jack?

Same old tone knob. It's simply a passive treble roll-off, and doesn't affect anything in the active circuitry--but it does sound different and has a much bigger effect on the tone than simply cutting highs at a particular frequency with the active EQ.
