It sure looks like it. When I lived in a cold Winter climate, I would idle my car for much longer than one minute, as it takes several minutes to warm up the engine of a car parked overnight in 15 degree weather. It also takes more than one minute to scrape the snow and ice of a car. If I were to be slapped with a $100+ ticket for warming up my vehicle I'd not take it well.
