I get fret buzz, all 4 strings, at frets 4-7ish, and again at 17 - 22ish.

    Small amout of relief.
Action a tad on the high side.
If I raise the bridge I can get rid of the rattle, but the bass is then unplayable.
The truss rod is slack. I can not increase the relief.

    Any thoughts?

You want just a little bit of bow in the neck. According to Gary Willis, if you take a single string and push it against the lowest fret and the highest fret, there should be about enough room to slide a credit card inbetween the string and the middle of the neck (not sure exactly which fret is the true middle). Personally, I like just a little bit more relief than that. If you have to have your strings ridiculously high to have no buzz, you might need to have a fret leveling job done.

It's a handmade custom job with a bolt on neck.
