ever since i got my T-40, the volume pot on the neck pickup has been scratchy. is it possible to clean it?

Get a can of electronics cleaning solution, spray in through the holes in the pot housing while turning the knob.
If this doesn't help, the contact face may be worn down, and the pot must be replaced. Not very likely if it's a new bass.
EDIT: Checked profile and saw that it's an '82. Probably still just needs a rinse, though.
