I think effects use is hard. I don't mean stomping on an effect before a solo like a dash of salt and pepper, but rather musically integrating one or many effects for dramatic effect like a complex sauce. Perhaps working the expression pedal with precision to shape every note precisely. Clicking on one pedal for thee notes for maximum effect then clicking it off.

Who are the bass players who are virtuosic in their use of effects and what are their best recorded performances?
  2. Check out Jean Baudin. He's a forum member and uses lots of effects.

One of my favorites is Jon Stockman from Karnivool. Amazing sound, playing and he also writes a lot of the band's music, which is one of my favorites! Goliath is tremendous!

Being an old man who digs jazzish stuff I was unfamiliar with this band. Cool sound, thank you!

Doug Wimbish at the more extreme end of the spectrum, John Davis (Nerve) at the more subtle end.

Not bass players but check out a kid named Mylets (most impressive live show I've ever seen) and Nick Reinhardt from Tera Melos.

To me Bill Frisell is 'The One' when it comes to tasteful use of effects.

I thought Bill Frisell was a guitar player. Maybe you mean Bill Laswell?

I know he is a guitar player.
No, I do not mean Bill Laswell.

I know the Op is asking for bassists but since no bassist interests me quite as much as Bill Frisell at the moment and since his use of effects is so well documented, I thought he should have an honorary mention.

I find Anthony Jackson's use of the volume pedal is worth a mention too, though.
Under his foot it becomes an effect pedal.
Otherwise I'd second BobaMosfett in mentioning of Tim Lefebvre.
