TI stands for Thomastik-Infeld. They are getting pretty well known for their flatwounds. I have a set on my Reverend Rumblefish and they sound great. Dude sells them, if you're considering trying them, you should get in touch with him.
Thomastik-Infeld makes a lot of orchestral strings, as well as strings for guitars, BG's, and other instruments. The TI Jazz flats and Jazz Rounds are made with round cores, with a "silk" underlay wrap (I think it's actually nylon, but I'm not sure) between core and wraps which gives them a unique sound. They're a little more expensive, but like Dave S. said, Dude sells them at a good price.
