What causes staticky rumbling sound?

    My bass started making a low staticky rumble and also lost a lot of high end response.

    I tried new batteries, the problem remained.
    I plugged in another bass, the problem went away.

    I have an OBP-3 preamp wired for 18v. One battery is in the battery box, the other is sitting on top of electronics in the control cavity (no place else to put it).

    Can this be caused by:
    the battery sitting next to the electonics?
    an 18v preamp only getting 9v (i.e. broken wire)
    a broken or loose wire somewhere else?
    some other cause?

    It has worked fine in the past, I only noticed this staticky rumble yesterday.
