Neck dive is what happens when you a combination of a heavy neck, a light body, and/or a short upper horn. The result is that if you let go of the bass and just let it hang by the strap, the neck would "dive" or swing down towards the floor. It's annoying and leads to alot of extra fatigue when playing.
