Precisely! IF you are going to use every note in existence, its best to make sure you are using hte correct one at any given time.
Do you mean jazz like Kind of Blue, Giant Steps, Bill Evans, or do you mean jazz like Return to Forever, Mahavishnu, On The Corner? If it's the former, the true sound of that kind of jazz is the upright, so the closer you can get to that sound the better. Before I started playing upright I used a fretless Godin A4 with flatwound strings, which is a reasonably close approximation - I think something with a piezo pickup and without frets is the way to go to try to get close to an upright sound. If you mean the latter, almost any kind of bass can work.
Jazz is a kind of broad reaching term. I say Jazz bass not because ofthe name but becausei have yet to find a style of music where I couldn't find what I needed soundwise in jazz bass. However these jazz players who have dumped multiple thousands into their art basses will generally reccomend those.
