I vote the DOD-FX25. That's just wet right there. (not my playing) That or a vintage Mutron.
3Leaf Audio makes the juiciest filters I've tried.
I've had 3leaf, MXR BEF, DOD, and I currently have a Pigtronix EP-2, and EHX Qballs. I love the Qballs, and think it's the wettest. The EP-2 is my second favorite.
Wet is a pretty vague term.

I've tried/owned a few: (Q-Tron,Q-Balls,3-leaf GR-1, EBS Bass Q, MXR Auto Wah, DOD FX-25, Subdecay promtheus, Moog MF-101)
and the wettest filter is the one I currently own:
WMD Super Fatman!
Sitting here jammin on my Source Audio BEF. Interestingly I have it dialed in to sound like the way I used my 3Leaf Proton. Wish I had both.

The MXR BEF gets pretty 'wet' too
How wet it gets depends on how well you finger it....
I like the Xerograph deluxe, Wonderlove, and BEF pro
I have compared the M82 THE Q TRON AND THE PROTON. The Q tron is still the wettest. Up next the groove regulator
I agree, IME, the Qtron is sopping wet.
For me, probably the Agent 00Funk.
I'm personally biased to the filter on my Grey Stache +. Though it feels wimpy to use such a face melting fuzz like a mere filter - I love how the diodes "dirty" up the filter though.
The Source Audio BEF Pro has some pretty whacky settings, especially on the 4-band low pass and the triple peak settings.
i owned a vintage mutron III, a proton prototype, FX25, and a few others..
FX25 is certainly the most intense. im not sure if i'd call it the most wet, when i think wet i think of resonance, generally the strongest resonance in a filter would be found in a modern digital one with wide parameters for adjustment (the Korg AX3000B had an excellent filter, and it comes to mind here.)
but if digital resonance is not what we mean by wet, the original mutrons are pretty nasty, but the FX25 is the largest, most dramatic filter. use with caution, they destroy amplifiers. mine pairs nicely with a cheap boss bass limiter.
I just recently picked up the Korg AX3000B, it's filter is pretty cool, the main reason I bought that pedal.
I've had the maxon af-9, 3leaf gr1 and proton, source audio bef, bass micro synth, WMD superfatman.
Superfatman is awesome, quite wet and crazy versatile.
Of those other pedals I've owened, I would like to have another Proton, not crazy about the others.
I have an old Qtron coming next week, I'm not expecting much, but hoping for something great out of it.
I have one of the first 100 Q-Trons made and it is hands down the wettest, baddest filter of them all, IMHO
