Relatively speaking; switching a light on and off several times, or leaving it on for a while.

My understanding of the situation is as follows,

    flouro, leave on

    incandescent, off.

I'm not really sure about the flourescent though.

Incandescent is something in the order of 30 seconds to a minute. If you are going to be gone for longer than that you should turn it off.

For fluorescent lights it is much longer since the ballest (the part that goes buzzzzzz) takes a while to start. But the other reason you want to keep fluorescent bulbs on is that starting them is hard on the tube. So on/off cycles are bad.

I am not sure about the small fluorescent bulbs that you use to replace incandescent bulbs.

I think Jamie and Adam from Mythbusters did an episode on this. I forgot what they came up with though. As a guess, I'll say leave it on if you will be turning it on and off alot.
