Will using a Micro Pog, Boss Harmonist, and a overdrive pedal give me a powerchord effect similar to what the Fishman Fission does but with more versatility?

  2. Add a Boss LS2 and yes.

  3. Or just buy a line 6 m9/m13 and get the same effects and more

I get a similar sound going to a Digitech Whammy set to one octave up and send the wet signal to a Sansamp DI for overdrive and into the A on an AB box. I then run the dry signal out of the Whammy into the B on the AB box. Sometimes I'll add reverb and phaser to the wet signal to make it sound more full. It's much better than the Fishman Fission which IMO sounds funny when you play higher up the neck. I don't try to get the 5th up like the Fishman does, so I can't really comment on that.
