You'd be better off to buy a used Bronco for $125 and use it as a test mule for swapping pickups. I'm a Kay fan, but there is nothing above average about any part of that bass, and the pickups are just so-so. The comments about the neck and the electronics, plus the $40 shipping, are enough to put me firmly in "No go" territory. Maybe if I lived close and could pick it up, and if it didn't go higher...I'd give it a try. But I'd want it at $66, not $88.
If you want it for a project, sure. I wouldn't pay more than $70 for it. (The seller didn't even spell Taiwan correctly. Proper spelling is usually one of the things I look for with eBay sellers. It shows attention to detail.)
You'd have a hard time getting parts to fit, and if the neck is bad it is best suited for a dumpster.
Or go to Guitar Center's used site to search. There are used basses selling from $39.99 (obviously in various states of condition), but at least you could buy & have it sent to a store nearby you. Try it and then you have the choice whether you want to keep it or not. http://used.guitarcenter.com/usedGear/index.cfm
Which province? Is your home near the border? I'm in Vancouver, which isn't too far from Washington state.
