    Does anyone happen to know what kind of pedal or something in general that would help me get a similar if not exact tone of Wraith Pinned to the Mist and Other Games by of Montreal

    To me it sounds like the only effect is probably a flanger or maybe a phaser set to a pretty slow rate. Then i think the bassist is using a pick and muting the strings. I don't know flangers and phasers very well, so I am not sure which you should try out. You can probably try a few out at your local music store and see how close you get.
