Diagnose my SVT-3 Pro Problem! HELP!

This problem just starting to show it's ugly head. Whenever I have it on it makes this horrible noise... sort of like the sound you'd hear in an airplane cabin.

This happens all the time. With everything unplugged... it still makes this sound. This rules out my bass and my cables.

...I also switched the power cord and speaker cable... nothing...

It has to be something with the amp... so I switched the tubes... no luck there either.

What is up with this stupid amp? I plugged it in today and now it starts cutting out!

I believe it to be a bad mute switch... but things keep popping up and keep me wondering.

I recorded the sound... The pop is when I turn on the 9 band EQ. It always brings up the floor noise, so even though it gets louder... I don't think the EQ is adding to the problem.

What's the deal?
