Update: I was able to finally fix the problem. I also was able to purchase some wheels to make carrying it around easier, and an orchestral mute.

Went to a violin shop with a bass luthier, he studies the double bass and plays very well too.

It buzzes mostly when I play near the fingerboard, but it can sometimes buzz on open notes. I brought it to the shop 2 days ago, and I'm getting it back today.

The last time I went to the violin shop I asked them to get the scoop on my fingerboard adjusted to get rid of the buzzing. Instead, they gave me a whole new fingerboard, so I'm not sure what to do. I'm pretty sure that the scoop was adjusted though, but I don't know enough about the double bass...

I am actually unsure what strings I have, I am planning to head back to the violin shop to ask about it. I don't think that its a technique issue either because my other bass sounds fine, Ill still keep what you said in mind though.

That was one of my past bass teachers, I will probably ask in the future about it. Both of my main bass teachers use French bow (I'm pretty sure) but they probably know about German too.
