I've never heard of 23/24 or 31/32, but I can assure you that unusual time signatures can be just as musical-sounding as more established ones if the phrasing within those signatures makes sense. Even when it doesn't make sense, an abstract phrase may sound terrible to one person, but...

I'm currently playing with a band called Armenian Space Station, which has a song in 23/8 time. That's something I would definitely call math rock since I heretofore ate, slept and dreamed in either 4/4 or 6/8. It definitely has an off-kilter edge that is jolting in a good, hard-hitting way...
