Agreed. It’s a good sounding bass but it doesn’t have a “voice” per se. Definitely not getting the Ken Smith-esque tones that the OG Cirrus excels at. At the price Peavey is asking for these there are a ton of stellar basses out there that speak with a distinctive voice.

I think the technical term for that is schmutz. Yeah it’s just dirty. Look up how to clean a dirty fretboard on YouTube. Lots of simple ways to spruce it up.
