    Dug in again .... Bigger magnifying glass, brighter lights, sound multiple solder joints on both preamp tube sockets. So I went ahead and be solitary connection on the board. Move to the front board. No noticeable loose solder joints so far. But I did find this ... .... That's the master volume...

    connected like the above, ive got all the volume i need!! connected this way pretty much exactly the same symptom. so ... problem is most likely in the preamp then ?? FWIW when connected like the first quote, and the v4bh in standby, cranking up the main volume and gain all the way produced...
