You can change the pick-up's/wiring to after market's that have hum rejecting.
Or, if your happy with the tone of your stock pick-up's I'd suggest thinking about a luthier installed shielding job.
You can DIY, but it'll end up costing about the same by the time you add your time and rounding up the materials needed.
Don't waste time and money on shielding paint.
Find a good guitar luthier that works with copper shielding and will not only shield the control compartment but the pick-up compartments as well.
My passive, stock pick-up, jazzes had that same 60 cycle hum/buzz till I had a shielding job installed.
Cost me $40.00 dollars a bass for a shielding job.
No buzz/hum in probably 99% of the stages we play on now.
Really don't understand why shielding isn't a standard, factory installed thing on every passive bass no matter who the manufacturer is.....
As to your tweeter squeal.
All tweeter/horn loaded cabinets will squeal with the treble and volume greatly boosted when your bass pick-ups are close and or aligned with the tweeter. (As in setting in front of the cab facing the cab.)
