jazz pickup volume

I bought a fretless-conversion Japanese jazz bass from 1999-2002. I have Labella 760FL on it and the G and E are substantially louder than the A + D. I tried lowering and raising the various combinations of pickups or saddles, and cannot get an even volume without sacrificing buzzing or high...
