I don't get it. Someone help me understand. I just bought a home in a good part of town. Well-kept, mostly, except for trash in the middle of the roads. Trash on the grass, in our park, in yards. What for? Do the people who do this have a motive? Is it done in spite, or is it a laziness thing...
