low tension strings

Hello, everyone I currently use la bella flats, and I'm willing to switch to low tension strings (in need of some rest for my fingers). Question #1: would that change affect my action height? Question #2: tension wise, how would tape wound strings (I have la bella's nylon tapes here) compare...
