what does the switch on the back do? that says on/bypass?

A lot of effects loops are auto-switching. When cables are plugged in, it breaks a contact that puts the loop into the circuit. Amps with this style of loop occasionally have issues when the loop goes unused and the connectors pick up a little dust. The result is usually some noise in the output. I believe the FX loop bypass switch is there to take the connectors completely out of play for the majority of us who don't use the loop and eliminate that issue.

That is correct, Mesa added it as a feature to bypass the effects loop
