The poster is saying that he had it re-fretted with the PROPER fret wire and leveled as opposed to keeping an obviously "crappy" fret job that was done by the previous owner....I don't know where it says it's "a new fret job that's not complete"....maybe I missed it?
I don't really see a compelling story here.

Seller recently updated the original post as he had the bass re-fretted to fix the original issue. Cool bass!
