It's kind of hard to confirm from the blurry pictures, but it looks like there is no truss rod cover. Is this correct?

Good eye. Cover was off to check truss rod (fine) and I neglected to put it back on when I took the crappy pics.

Are there side dots ? "ON" the "fret" or between , like on a fretted bass ?

I get mixed up, as I have never owned a fretted bass. They are what I call 'standard' side dots, as they are the same as on my fretless Fenders and G&Ls.
