correct there is no additional info in the book about this bass.
date completed was 08.17.1990.
it could have been sold to a store or artist. (black NS-2 #2719 is on the same page as your bass, it is noted as going to Flea)
at that point Kramer probably used some in-stock black hardware, no matter where the bass was headed. you are correct that 99+% of Kramer NS-2s had gold hardware.
