No, it will not run OSX. But it is more than capable running a browser and email.

$140 shipped in the lower 48 states.

It only needs a keyboard and mouse and works perfectly.

According to that link you posted, it will in fact support OS X 10.3.9.

I don't know much about the older Macs, but you don't need any special software to access a DSL conection -- cable either for that matter. If you can get on a LAN, you can use a DSL modem. Its just TCP/IP
