Hi,
It's an elastic hair tie $.25 @ Walgreens. To my knowledge Vic puts it on the neck to keep the open strings (semi) muted so they don't ring. Sometimes he slides it up the neck for upper register playing. His brother Regi puts more than one on his guitar neck and makes some interesting tapping effects between the scrunchys.

It's a hair scrunchie. Go to any ladies hair care supply shop & you will have hundreds to choose from. Thats where I found mine!
How's he get one small enough to actually mute the strings but go over that massive Fodera headstock w/o stretching it out completely?
Mine are not that stretchy actuallyHave a hard time getting them over the headstock.
take the neck off and go from the other end LOL
or if it's a neck through you might solve it by going over the bass body end ROFL
I have actually used one of my velcro cable ties with pretty good success and those are easier to put on. Right now I have a regular one on my F-Bass and it did get stretched out a little. Stupid of me to stretch it over the body of the bass instead of the neck/tuners....
