what do you mean by dress the fret ends? and also is there any replacement necks that are licensed by fender? like fender puts their signature on em?

im looking at the mighty mite mm2909 neck for my fender jazz bass. theyre website says that they're not making the necks in the u.s. anymore but they're still using u.s. and canadian woods. are these good trusted necks? if not what kind of replacement neck is good? (it'd be so much easier if...
