This tone has basically everything rolled off except for the extreme lows. I would put something like an envelope filter on there, and scoop out everything above 120hz or so, especially the middle freqs. Then boost that low end range.

Imho the sauce is mostly just good mixing lol. When other players or the sound guy has a good understanding of tonal ranges, and what space each instrument should occupy the bass will really cut thru in a style like reggae.
