I agree with the "if you don't like the finish and it's an easy return, return it" camp. I'm not a fan of that finish style, but I can see the beauty in that instrument. That being said, the only opinion that actually matters is yours.

If it was recently purchased from Spector, I'd reach out to Spector for direction. They made it, they work with those materials all day long, and they're the best place to get proper answers.

For sure spanners exist... it's finding one that'll fit that small diameter that's the trick. ;)

Many old Yamaha basses had tuners with that same sort of collar. The tool to tighten them is a little spanner wrench. Rare as hen's teeth. Truth is, you usually don't need the tool to work with them Most of the time finger tight will get you there. Could go tighter with some sort of pliers, but...

I've searched everywhere for the dual concentric pots (Elite II, SB900, RSB Deluxe, etc.) In the end, I wanted them more on my BnG II than my RSB so the latter got modern pots and knobs.
