Metal, very nice new pots. Took the harness out of the guitar and just have it on my wooden desk, plugged in. If I turn the pots while not touching the harness in any way, I get the scratchiness. If I hold onto either pot body, scratchiness goes away, so it's grounding through me and reducing...

It's not the sound of scratchy/oxidized pots which I know well. It's a more subtle static that is irregular and can also be triggered by putting a little force on the pot in either direction or wiggling them etc. Touching the strings quiets the issue...
