Fender actually used automotive paint on their guitars and basses in the early days.

The heater element is supposed to glow, but not the plates: The heater elements are at the very base of the tube and they are supposed to light up. The red part in the middle of the tube is not normal. This is caused by the plates heating up and should not be neglected.

In all my years of using tube amps, I've never seen a preamp tube red-plate. That doesn't sound normal to me. I am not a tech, but I don't think I would continue to run it like that.
