One thing that helped me get into school was getting to know the professors ahead of time. Call them. At a state school they would probably love to talk to you. If they aren't helpful, don't go.

That is what I am unsure about. It might just be a setup problem. The upper frets are hitting the strings.

I did consider that, but I wasnt sure whether that was a practice done by fender. Are you sure that they would be putting a neck made all the way back in 06 on a body made in may of 07? Sounds like too large of a time gap to not be fishy.
