Double Bass 1/2 size as a first DB?

There is a 1/2 size DB being sold locally. The seller says it is West German "likely Hofner or Framus". He is asking $1200 which includes a gig bag, "a newly installed set of D'Addario 'hybrid' steel strings, and a set of black 'gut-like' nylon strings (for traditional blues/jazz styles and bluegrass slap) which cost me $50 and are pictured on the bass... the bow, rosin, and what the hell a digital tuner" (directly from the ad - heck; here's the link: Link Removed)

I have two questions:

1. This would be my first DB. Is 1/2 size an all right place to start? What are the relative advantages/disadvantages of this scale?

2. Does this seem like a reasonable price?
