What are the issues with it? I am relatively new to double bass and am curious.

I expect its main issue was overpricing, a common ailment among Kay sellers. You'll want to find out whether the heel cracks are already repaired. Other than than all I see is some normal edge wear.

It's already down to $1600, so an offer lower than that might be accepted. Dang I wish I hadn't seen the ad.

It's a pretty good looker, with an unusual lacquer pattern. I expect it will sell at 14.
