Yeah, even if it were painted with barn paint and a brush, and with the decal gone, it's still a pretty cherry original. Nothing a professional refinish can't fix. 63's are going on ebay for around 5 grand. Heck, the bodies alone are posted for a grand.

This is not a bad deal at all.

Well, if it was the body, alone or the neck alone, I can see it. But both. Plus no headstock finish, But basically this bass is taking hits all over on its value. If it was 1.5k-2k it would make it worth the tons of time to carefully remove that black house paint and have the refin done correctly.
