There is no effects going on there. Mike Starr, the first bassist, played a Spector through a Mesa Boogie back then. It's the pick technique you're hearing, otherwise this is a typical Spector sound.

That's just the sound that made Spectors so popular in the '90s for hard rock. Other than compression at mixdown, there's nothing but a great sounding picked bass there.
